Leadership matters. Spiritual leadership is important to discern God’s call, maintain a clear vision, and provide healthy oversight and accountability for our congregations. Each year, our congregations are asked to nominate qualified, God-honoring leaders to serve in the roles of Elder and Deacon. This selection process requires prayerful consideration to discern those God is calling to provide spiritual leadership who exhibit the qualifications found in 1 Timothy 3 and Titus 1. In our multi-site structure, Pastoral Elders and Deacons serve on each campus while Collegiate Consistory Elders and Deacons serve in oversight over our whole family of churches. Each campus nominates and approves its own Elders and Deacons.


The Process

Nominations can be submitted online by clicking here. These must be completed and submitted no later than Tuesday, February 4, 2020. Names will be submitted to the current Campus Leadership Team, and then sent to the Nominations Team for prayer, discernment, interviews, and nomination to the Collegiate Consistory for approval for a single slate. This slate will then be presented to the congregation at the Congregational Meeting on Sunday, May 17, 2020.


  • Nominees must be committed followers of Jesus Christ as Lord and Savior, committed to the mission of Harbor Churches to help people find their way back to God, actively involved in ministry, and willing to commit time, energy, passion, and gifts through leadership service.
  • Nominees shall have reached the age of 18.
  • Nominees must be members/partners of Harbor Churches for two years.
  • No more than one member of a household shall serve on the Collegiate Consistory at one time.
  • All Harbor Churches staff are ineligible to serve as elders or deacons. Members of their household are ineligible to serve as Collegiate Elders and Deacons.


  • Collegiate Elders are responsible for Governance. Collegiate Deacons are responsible for Financial Accountability and Facilities Oversight. Together they share responsibilities in Spiritual Vision and Strategic Planning.
  • Pastoral Elders are responsible to provide pastoral care of a congregation through the Sacraments, Member Care, Church Discipline, Spiritual Formation, and Prayer.
  • Pastoral Deacons are responsible to provide for pastoral care of a congregation through Missions, Benevolence, Financial and Facilities management.
